vACC Regulations
VATSIM Spain is the name that identifies the Virtual Air Control Center of VATSIM in Spain, referred to as vACC in English; its primary goal is to offer a regular and high-quality air traffic control service on the VATSIM flight network and within Spanish airspace. This airspace geographically coincides with the area defined as Spain's responsibility before international political and aeronautical authorities. VATSIM Spain is an integral part of the VATSIM organization and is responsible for providing air traffic control service in the Madrid, Barcelona, and Canary FIRs. Additionally, VATSIM Spain is integrated into the European Division VATEUD, which is part of the Europe, Middle East, and Africa Region (VATEMEA).
VATSIM Spain must strive to maintain the slogan "Aviate, Educate, Communicate" while ensuring that this hobby is enjoyable and fosters learning in aeronautical topics. VATSIM Spain is a recreational, non-profit organization with no revenue, and membership is free. Likewise, VATSIM Spain has sufficient communication and dissemination tools, via the Internet, to maintain permanent contact with VATSIM members in general and with VATSIM Spain members in particular.

1. Members
VATSIM members affiliated with the Spanish vACC will be those who have logged in through the Dashboard. This implies acceptance of the regulations established by VATSIM in the "Privacy Policy" and the "Code of Conduct".
Once the request is accepted, the user will be included in the list of VATSIM Spain members and will have access to Discord and the various sections of the Dashboard.
The vACC management team reserves the right to deny a request based on reports received from other vACCs or the personal history of the applicant. Since the primary objective of the vACC is to provide air traffic control service to virtual pilots, the following types of members are established:
1.1. Controller: based on the activity carried out at the vACC as an ATC, this type of vACC member will appear on the vACC’s controller list on the official website.
1.2. Visiting Controller: members from other vACCs who, following the regulations, request to perform ATC activities in our vACC.
1.3. Pilot / Observer: any vACC member who does not perform ATC functions.
2. Staff: Organization and Responsibilities:
To ensure proper functionality and to work efficiently for the benefit of VATSIM Spain and the VATSIM network, a team of people distributed across three levels—directors, coordinators, and assistants—is organized into different departments to work together, continually maintaining and improving the quality of VATSIM Spain.
Directors and coordinators of this team are expected to show high commitment to VATSIM Spain in terms of work hours and exclusive dedication to the VATSIM network, prohibiting their connection to any other public virtual flight or control network. Although this restriction does not apply to assistants, they are encouraged to demonstrate loyalty to VATSIM as evidence of their interest and commitment. Department directors represent the Spanish vACC within their areas of responsibility to other vACCs and international management, being responsible for handling matters with VATSIM International.
The VATSIM Spain management and coordination team, known as staff, is organized into the following areas:
2.1. Director (ACCSP1) and Deputy Director (ACCSP2): must hold a C1 or higher controller certification and have extensive knowledge of English. They manage and coordinate relationships with VATSIM International and VATSIM Europe, participating in their mailing lists and forums where required. They act as general coordinators for projects undertaken by the Spanish staff.2.2. Training Department (ACCSP3): managed by a “Training Director” with a C1 or higher certification. This director is initially chosen from the management team members. If no candidate exists, the vacancy is open to the vACC community members. After receiving applications, the staff selects the most suitable candidate. The primary responsibility is to organize and maintain an educational structure for both pilots and controllers, relying on Coordinators for the corresponding sections. The department organizes and maintains training syllabi and instructional documentation in the Library and Moodle. The syllabi follow a structure consistent with guidelines provided by VATSIM and/or VATEUD, translated into Spanish. Practical controller exams (CPTs) are organized in collaboration with the Events Department. The Training Director notifies VATSIM of “rating” changes (rank or category) through the appropriate recommendation after the student-controller successfully passes the tests. The Training Department will have Assistants, Mentors, and Examiners to support their regular duties. These individuals are interviewed for their incorporation into the staff and must hold a rank equal to or above S2, instructing only members with equal or lower ranks.2.3. Events and Marketing Department (ACCSP4 and ACCSP41): The Events and Marketing Department is managed by a “Director of Events and Marketing.” Their appointment will initially be made from among the members of the management team. If there is no candidate, the vacancy will be offered to the vACC community. Once applications are received, the staff will select the most suitable person. Events are the most effective way for both pilots and controllers to showcase their skills, representing the most significant activity moment within the flight network, where pilots and controllers make full use of the resources at their disposal. The fundamental responsibilities of the Director of Events and Marketing are: a) Organize at least one event per month in the Spanish virtual airspace. For these events, close collaboration with the Operations Department is necessary, and an extensive publication must be provided, including all information related to the event: charts, flight plans, alternates, simulator files, and anything else considered useful for the proper organization of the event; b) Collaborate with the Training Department in organizing CPTs. Publish on the Dashboard all events and activities of interest carried out in our vACC; c) Promote, foster, and maintain relationships with other vACCs and virtual airlines, coordinating the promotion and execution of their events in which we are invited to participate; d) Increase the visibility of the vACC through the use of social media. The department includes an “Assistant Director of Events and Marketing” with the same responsibilities. They may also have Assistants to help with their regular work, whom they will interview and propose to the staff for incorporation (e.g., Event and Marketing Assistant - ACCSP42; Event and Marketing Assistant - ACCSP43).2.4. Operations Department (ACCSP5 and ACCSP51): The Operations Department is managed by a “Director of Operations,” who must hold a C1 or higher certification. Their appointment will initially be made from among the members of the management team. If there is no candidate, the vacancy will be offered to the vACC community. Once applications are received, the staff will select the most suitable person. The Director must have extensive knowledge of Spanish airspace, studying it thoroughly to adapt real-world updates to the virtual environment. They must follow updates to the real airspace to implement changes in the simulation, informing all vACC users about the updates and how they will be implemented: radar sectors, frequencies, restrictions, and procedures. The department includes an “Assistant Director of Operations” with the same responsibilities and may also have Assistants to help with their regular work, whom they will interview and propose to the staff for incorporation. The Operations Department comprises three subdivisions corresponding to the organization of Spanish airspace and its flight information regions: Barcelona FIR Coordinator (ACCSP52): Responsible for overseeing activities and updates in the Barcelona FIR. Canary FIR Coordinator (ACCSP53): Responsible for the Canary FIR. Madrid FIR Coordinator (ACCSP54): Responsible for the Madrid FIR: FIR Coordinators report directly to the Director of Operations and assist in monitoring real airspace updates. They also propose and prepare activities in coordination with the Events Department within their FIR jurisdiction. Coordinators may have Assistants to help with their work, whom they will interview and propose to the Director of Operations for incorporation. Other roles within the department include: Documentation Manager (ACCSP55): Responsible for maintaining updated information on airports in the Dashboard and other documentation in the Library and Assistant Documentation Manager (ACCSP56).2.5. Webmaster Department (ACCSP6): The Web Director has the necessary expertise to manage the hosting of various websites and to create, modify, and/or update them. The website is the public face of the vACC, requiring special attention and dedication. The Webmaster’s tasks include: a) Being responsible for technical aspects of the website affecting the vACC; b) Ensuring the content of the website is kept updated; c) Proposing and implementing a renewal of the website’s design or layout when necessary or suggested; d) Maintaining the databases that feed the various sections of the website where data is publicly displayed; e) Providing the best tools for smoothness and security of the website and the data contained within it. The Web Director may have Assistants to help with their work, whom they will interview and propose to the staff for incorporation.
